How Tugume Nelson Shared $10m with the Coffee Investment Consortium Uganda Crew

Starting last week, the Coffee Investment Consortium Uganda (CICU) headed by a one Tugume Nelson has been boiling in hot soup after a massive expose from Robert Kabushenga. And now this has not gone down well with Nelson and group, after it called the attention of the president. Here is the list of how these people shared the money is finally out.

Before we delve in this list, let is first give you a background of how this whole saga stands to-date. For starters, there was a $10m disbursement from the Ministry of Finance, Planning and Economic Development to Tugume Nelson’s created Coffee Investment Consortium Uganda (CICU).

This CICU was created after Tugume faced the president and asked for a handout on helping him do value addition to Uganda’s coffee and boost coffee export. The president told him how he was not going to give out money to an individual, and he wanted to give it to an organized group.

President Museveni helps groups not individuals, he is a very calculative man who knows the power of working in groups. Now, Tugume Nelson came back running and started organizing top coffee farmers and exporters to form the CICU where members of this were allegedly charged 10 million shillings each.

Well, fast forward, when everything was set up, Tugume Nelson was given a clearance to acquire the money through the Ministry of Finance’s Commissioner and he was given $10m. This money was strictly for doing the things CICU presented to the president like value addition and the rest.

Now, when money came, it was not used for the intended things, it was instead channeled to buying expensive cars and constructing apartments for the boys. This was exposed in Kabushenga’s expose he made recently. We then saw the president order for a clear report on how this money was spent and the far CICU has gone with value addition.

This is where issues are, because there is no way CICU will account for this money after even having a discrepancy of of $1.5m as Coffee Investment Consortium Uganda (CICU) says it received $8.8m and the minister of Finance says $10m was disbursed starting April last year with $2m even before the 2023/24 FY budget was released, but of course it had been passed already.

It is being informed that, on May 18th 2024, Ministry of Science and Technology transferred a whooping $1m to CIC account number 01490011034070 in DFCU bank and the money was quickly withdrawn on 19th May and shared out instantly as follows;

Funzo Ltd of R. Byaruhanga got a share of 715 million shillings, Rubanda (James Muhangi) took 350 million shillings that was meant for the supply of green coffee beans to be exported to Serbia. We are informed that these never reached in Serbia as they were packed at Tugume Nelson’s Coffee City in Ntinda and they had to rot from there.

This was because the green coffee beans market was never there or ready in Serbia, just these were doing a cash bonanza and eating. The Consolata Tumwesigye took 350 million Ugx too. These are the big boys in the CIC and after eating their shares, the biggest chunk of 1.6bn shillings was transferred to Tugume’s company called Inspire Africa.

The balance of $8.5m was later on transferred to Tugume’s works after he allegedly forged signatures of of his colleagues and took it to his account in a whole. We are told that, he later deposited this money on his fixed deposit account in a local bank and the rest was used to buy a new Range Rover Sport and a Mercedes Cross Country.
