Security Operatives in Ibanda Arrest People who ‘Defied’ Lockdown Orders Despite RDC Changing Mind

News getting to our desk indicates that, the people of Ibanda are now drinking incognito after the RDC’s orders crack their nerves. This follows a security order that came from the Ibanda District Residence Commissioner’s office guiding on how happening places and places of worship are supposed to operate this festive season.

In a letter dated 20th December 2023, the Ibanda district’s RDC Mr. Tukaikiriza Caleb through his Deputy RDC Ms. Catherine made a communication about the insecurity in the areas of Kamwenge district due to the recent ADF rebel attacks that left 10 lives lost. This letter was stopping all bars, karaoke places, show organizers, areas of worship from conducting night events. This was sending Ibanda into an imminent lockdown during Christmas.

But within a twist of moments, another letter from the same office dated 20th December 2023 also came out. It was instead ‘changing the conditions’ in the first letter, saying that all above mentioned places can carry out their activities freely but on one condition, first obtaining permission from the RDC’s office by assuring protection of party goers during this Christmas season.

This corrected letter it seems it never reached the responsible security organs as that the night of 21st December was a real disaster. We are reliably informed that, arrests of people that were still outside in bars was started as early as 8pm especially on Mpiira street.

But it seems the arrests were made in form of an eating bonanza, because the same source reveals that it was also among those arrested. But by 2am, everyone was already released and set free, but this was on condition of exchanging hands with the much one had.

After critically analyzing the situation this RDC’s office put up, we have critically come to a conclusion that this approach of safeguarding revelers in bars or churches may not work. Or else this will still mean there will be continued night arrests in Ibanda town.

The question remains, how will the security operatives detect that this is a rebel or not that will be moving at night after leaving bars or churches? More so, how will this security know that this individual is coming from a venue that was protected by security?

Remember, these ADF rebels that recently killed 10 people were using majorly pangas. Did the RDC’s office miss something in this security puzzle?
