Barbara Nekesa Oundo robbed 3 billion

We recently did a story about a one Ambassador Barbara Nekesa Oundo, who is the ruling party NRM treasurer on how her Shs3bn was stolen from her bedroom at her home in Muyenga. She went on to tell lies to Kabalagala Police that she had lost Shs400m, then after, she made another statement after a second thought and said Shs800m was taken by the armed robbers.

When investigations kickstarted, it was found out that, she had actually lost 3bn shillings, a blow that hit everyone that was handling the case. Now, fresh details emerge on how president Museveni instructed immediate investigations into this case and how Barbara Nekesa Oudo could keep such monies in her house.

How the heist was done

On 5th December last year, three police officers including Nekesa’s bodyguard, Michael Wango who is attached to the Police Counter Terrorism unit (CT), raided her home in Muyenga and took off with six bags containing Shs3 billion, in dollar bills.

The heist took place after police officers (Idra and Mugoya) locked Wango, Bayati (maid) together before ordering Nekesa Barbara Oundo to unlock her bedroom where the money was kept.

Moreso, they took away with six phones including her iPhone 12 Promax 256GB which was recovered in Kasanga Kitalanga Zone days later. They also confiscated two guns that belonged to Wango and his fellow bodyguard, Ronald Mutima who was off duty.

The three police officers, the bodyguard Wango, Sergeant Dominic Idro attached to VIP Protection Unit and Constable Sharif Mugoya attached to Counter Terrorism Aviation Police (AVIPO) in Entebbe have been brought to book.

How the stolen money ended being used

When the greedy cops took off from the scene of crime, they unknowingly dropped one bag of cash in dollars somewhere in Bukasa. It was then be picked by one Opio who was heading back home after a night in a nearby bar.

Upon realizing the bag was full of money, Opio headed back to the bar and started splashing the dollars recklessly. Police was later tipped off and he was arrested while still splashing the dollars.

Another suitcase full of Shs800 million was recovered from Wango’s dad in Eastern Uganda. It was found out that, this money was delivered by Idro and Mugoya to Wango’s dad for storage.

More so, Idro on the other hand had bought a house worth Shs300 million, and a Shs180 million farm. Mugoya too, had bought a plot of land worth Shs60 million in Entebbe. He had also paid for building material worth Shs70 million at the time of arrest.

Wango in his statement at CID, he reported that the money they stole was ‘nothing’ according to the one they left behind. He further said that he used to visit Barbara Nekesa’s bedroom and she would tip him with $200 to $500 for the ‘job well done’ which he did not mention, that is how he saw the cash and planned for a mega heist.

Now, the NRM party investigates on the circumstances Nakesa Barbara acquired all that money yet the party itself has been in a financial quagmire for a long time. This is manifested by the fact that salaries for November and December have not been paid up to now, because there is no money, yet the treasures sleeps with more than Shs 3bn in her house.

Much more has been around in hiding from Nekesa’s side, NRM secretariate and other bigwigs of the party have been where she was getting money to construct some of the most fascinating apartments in Kampala, especially in Ntinda and Kiwatule areas. We are waiting for the final findings from the NRM side.

Updates about this heist is that, all police officers that were involved in this money heist have been suspended from Uganda Police.
