Ibanda businessman called Clesensio Mwesigye (50) aka Kamwesi who stays in Ryamitamba cell, Rukiri sub-county, Ibanda district has chopped a police officer, Cpl Najuna Justus and got shot while violating Anthrax quarantine rules.
All this happened in Kyanika cell, Mabona parish, Rukiri Subcounty in the wee hours of Saturday 24th February where police led by OC CID D/ASP Oumo Cooper from Ibanda CPS were tipped off that a one Mwesigye aka Kamwesi has always been slaughtering animals every Saturday despite quarantine measures being in place in the area.
This act of slaughtering every Saturday has been done under the watch of Uganda Police in Mabonwa trading center after he allegedly gave them 200,000 to be immune from being arrested. And when the five suspects were found by the police after skinning the cow, they agreed to be in wrong and surrendered their pangas and knives.
In a twist of events, Mwesigye appeared from a banana plantation carrying banana leaves and a scuffle ensued. In the end Kamwesi cut Cpl Najuna Justus’ neck, he fell down and he was shot twice by PC Okello Mondry and he suffered crashed hip bones and a thigh shot.
After this incident, these police officers were driving their private car, they ran to rescue the life of their fellow and on the way, Kamwesi’s driver called Kanzira blocked them after he was tipped by village people that the officers were driving his direction.
There was another scuffle that ensued between the driver and the officers as they wanted to rush the badly in condition officer who was nursing panga cuts. Until backup Police from Ibanda came and it stabilized the situation.
Kamwesi on the other hand was rushed to Ibanda hospital (Kagongo), then Ruhoko hospital and he was later asked to go to a bigger hospital. That is when his people took him to Mbarara and sources reveal that he was seen at Manyanja Memorial hospital in a critical condition.

Whereas, the police officer was taken to a Ruhoko hospital as well for immediate medical attention, and later taken to Mbarara as well. Eyewitnesses continue to sting Kamwesi aka Mwesigye for being an untouchable in the area since he has some money that can control most things.
It is being known that, his fellow butcherers may be the ones that snitched on him because for them they can’t slaughter cows in this Anthrax quarantine period and for him he does it freely with the help of Police. More so, it is said that Kamwesi himself can easily snitch on others if they slaughtered too.
Before this incident, it is being alleged that he in the previous years killed a person called Gordon and he used all means possible to escape the case. Ever since then, he has lived as a fierce man in the community who does what pleases him including taking people’s property by force and the rest.
It should be further known that, Mwesigye is not the only person to break these quarantine measures as we recently brought you a story of the NRM registrar Amwine Innocent who slaughters pigs in Nyabuhikye, Ibanda and is untouchable.
And the other being the Ibanda Municipality Member of Parliament Rwaburindore Tarsis who was slaughtering cows for his electorates at his home in the Anthrax quarantine period.
