The government of Uganda has announced that there will be an inevitable salaries delay for civil servants in Ministries, Departments and Agencies (MDAs) and Local Governments. This also includes pensions, they will also delay due to the reasons mentioned below as explained by Public Service.

Well, it is always a case in the payment systems of Public Service but this time round, it is a general issue. Most times, some departments get salaries, ad others miss or wait, that is always normal but this general delay is going to leave civil servants stranded as it may have to take a longer period.

According to the Public Service Permanent Secretary, Catherine Bitarakwate Musingwiire these delays are caused by a system upgrade. While addressing the media, she said that from February 2nd to February 5th there were upgrades in the Human Capital Management Payment System (HCMPS).

This particular upgrade took time to update and had some glitches that were not fully explained. Thus making it impossible for the payment system to catch up with aligning payments for all public servants before 15th of February where salaries start to be allocated.

“The upgrades ( Human Capital Management Payment System) were carried out from February 2nd to February 5th to incorporate system enhancements sanctioned. In view of the above challenges, it will not be possible to pay salary and pension by 28th February” Catherine Bitarakwate Musingwiire informed.

Although, we have been informed that, some few civil servants have already got their salaries, something that still confuses the rest why they are still held up.

This will leave many public servants especially those that have salary loans stranded and cornered. To make matters worse, the government is not telling when the salaries will be released so that public servants prepare well.
