The Deputy Resident District Commissioner (RDC) of Luuka District has been dismissed by his boss the President over Gross Misconduct. In a letter dated 5th March 2024, Waiswa Paul Bweni Bwamwiko was told how he was suspended for breaching the Public Service Act Section (F-r) of the Uganda Public Service standing orders (2021).
This was following a complaint lodged by a one Kisige Abudallah who reported an assault case at Police accusing Deputy Resident District Commissioner (RDC) of Luuka District Waiswa Paul Bweni Bwamwiko. This was followed a video that since went viral while he was flogging Abudallah because he did not wash his car.
In the same video, Waiswa Paul Bweni Bwamwiko is seen using a log to flog him as he pushed him off a parked motorbike. Abudallah’s workmates tried to intervene and cool the situation but since the Deputy RDC is a big man in an area, they all feared to confront him.
“Do you want to injure the Representative of the President?” Mr. Waiswa questioned the man as he caned him severely. This is the impunity the president is always talking about as his representative continued to flog Abudallah.

“I hereby suspend you from duty as Deputy Resident District Commissioner – Luuka district with immediate effect. In the meantime, handover office and the government vehicle, or any other government property to your possession except employment Identity Card” part of the letter dismissing Waiswa Bweni Bwamwiko reads.
Additionally, he was asked to prepare a written defense in regard to the allegation as contained in Kisige’s written complaint availed to Waiswa Paul Bweni Bwamwiko. And he was given al ultimatum of 14 days to present his defense.
