Biography

Cecilia Ogwal Atim was born on 6 December 1946, and she was 77 years by the time of her death. She was born in Aduku, Kwania County in Northern Uganda and her parents are Rosemary Apio and the late Opio Boniface.

Education Background

She attended local schools from primary to secondary from her place of birth. And in 1967when she was 21 years old, she went to the University of East Africa in Nairobi (University of Nairobi)and she pursued a Bachelor of Commerce degree and graduated in  1970.

She also holds more post graduate certificates that include; Certificate in Human Resources Management from Uganda Management Institute. Further holds two other certificates; one in Christian Based Values from the Haggai Institute, Singapore, and the other in Public Private Partnership, from Australia.

Career

Cecilia Ogwal Atim at her age of 23, she won the “Miss Uganda” contest.

She worked at the Uganda Embassy in Kenya until 1980 as the Liaison Officer for Returning Ugandan Refugees. Then in 1981, she worked as the Operations Manager at the Uganda Advisory Board of Trade.

And in 1982, she was one of the founders of Housing Finance Bank, working there until 1984. She served as the Chairperson of Uganda Development Bank, from 1981 until 1986.

Political Career

Cecilia Ogwal Atim got involved in politics in 1985 where she served in Uganda People’s Congress UPC. She was part of the Constituent Assembly there after and her political career started to span wide.

In 2006 parliamentary elections, she lost her Lira Municipality seat to Jimmy Akena, the son of UPC founder.

In 2011, she the Women’s Representative for Dokolo District. She since then switched political parties and ran as a full member of the Forum for Democratic Change party and won, ever since then, she has been the Member of Parliament for Dokolo.

Ogwal was a member of parliamentary Committee of Physical Infrastructure in charge of overseeing and covering policy matters related to Lands, Housing, Urban Development, Works and Transport, and Physical Planning. She was also a member of the budget committee.

Cecilia Ogwal Atim is married to Lameck Ogwal and they have Seven children and several other adopted children.
