Kazo District HR Department Embroiled in a Bitter 35M Job Sale Bonanza Gone Wrong

There is ongoing bad blood at the Kazo district headquarters specifically Human Resource desk headed by Ambrose. This is after they allegedly sold the job of Environmental Officer to two candidates and the CAO ended up throwing them into a regrettable mess.

This happened recently when Kazo district advertised several jobs, requiring Ugandans to express their interest in working with the district. Among those advertised job openings, was the position of Environmental Officer.

Since Kazo district has a fully-fledged service commission that takes charge of the entire recruitment process, it is said that this job opening attracted six candidates, who were shortlisted for interviews. And as narrated by a one Mugume Johnson, this is how things came to be put to light and how the CAO Mr. Zirimenya Nsubuga stepped in this dubious deal.

As has always been the habit that district workers and officers fleece the applicants, promising them to be their advance teams during the interviews, the applicants were made to pay big sums of money to individuals who are not part of the commission but were working in close liaison with the commission.” Mugume Johnson started narrating how things happened.

“To be exact, the corrupt entourage headed by the district Human Resource officer and the district Community development officer, picked Ugx20m from one applicant, on the promise that they would guarantee him the offer.” He continued.

Their confidence was based on the fact that they had briefed some members of the commission and shared with them some money, while they had seen the letter from the CAO inviting the senior Environmental officer for Kiruhura district to lead the interviews as a technical person.” Mugume Johnson added. And he continued to say that, the CAO disorganized the interviewing pannel at the last hour.

Aware of the news that the group had received the said money, the CAO in his wisdom kept the letter on his table and never signed it. On the very day of the interviews, the CAO picked on the one Twaib, the senior environmental officer for Kazo to join the commission as a technical person and help with interviewing the applicants.” He continued.

Once the Human Resource officer’s team learned that it was Twaib sent in to help with interviews, they started calling his phone with a view of briefing him of the person they wanted favor for. Unfortunately, Twaib who was aware of the plot and had declined to take the Ugx500,000 they had promised him days before as they speculated could be brought on board, didn’t pick up their swum of phone calls” Mugume Johnson revealed.

At this point, Twaib set technical questions for the six candidates to answer. And it was at this time that, the suitable candidate was picked, that who was prepared and ready for the job.

Once inside, Twaib set six technical questions for all the applicants to answer, as a standard to determine who the best candidate would be. Meanwhile besides the candidate male who paid Ugx20m, there was another female candidate who had paid Ugx15m to another official at the district.” The movie at Kazo district HR department started to take a new twist.

“The girl had also been briefed that when she entered, she would find the senior environmental officer for Kiruhura district as a technical person. With the pictures of the person also provided to her, and that he would be aware of the deal. Once in the room, the girl couldn’t locate the person she was told and told the commission that she needed to be excused for minutes to ease herself” Mugume Johnson added.

“While outside, she made the call to the officer who had pocketed her money to Inform him of the absence of the said person. Immediately, a phone rang inside to inform Twaib, to do the favor for the girl, the call he declined to pick” he continued his narration.

Then the girl returned inside the interview room and faced the six questions set for all the applicants, and unfortunately, she couldn’t correctly respond to them, failing three in the process. Then the one male candidate of Ugx20m came in. He equally faced the six questions which he couldn’t answer convincingly.” Mugume chirped.

And at this point, we are informed that the process continued with candidates coming in one by one, until a male candidate who had not bribed anyone came in and answered all the six questions very well, which satisfied Twaib, ranking him as the best candidate who should therefore be recruited.

It’s at this point that some members of the commission who had shared on the Ugx20m asked for Twaib’s opinion, who responded by telling them to consider the best candidate, he compiled the scores for each candidate and left the room. Once the Human Resource officer and colleagues learned that Twaib had left the room, they followed him to his office to find out if he had favored their person.” The narration continued.

Furthermore, Twaib, frankly told them that the best candidate had won and that he had no agreement with them to favor anyone, which annoyed the Human Resource officer, Ambrose.

And it is further said that, an unsuccessful attempt was made to alter the results to favour the candidate who paid the Ugx20m but the Chief Administrative officer got informed, called, then warned Ambrose of the consequences thereafter.

With little or no chance their person could get the job, the Human Resource officer verbally warned Twaib that his action will be revenged against, as he would do everything humanly possible to cause him problems.” Mugume revealed.

As you read this, it is suggested that the quarrel has already escalated to include staff who were not party to the scheme, joining to support on either side. This is the exposed rot in the Kazo district Human Resource department that has been exposed for pocketing Shs35million in sale of a single job.
